师培院校教师创新素质培养的措施有:学历培训应由"知识型"模式向"能力型"、"创新型"模式转变;非学历培训应走教育科学研究之路.教育主管部门教师创新素质培养措施有:改变传统的教师评价方式;建立吸引教师参加科研活动的激励机制等.
